About Our
Board of Directors
Board members help make decisions that guide the organization’s strategic plan, business plan, and annual budget, and monitor its progress. The Board is collectively accountable for the organization’s performance in respect to the mission and objectives and for the stewardship of financial resources. Board members are not remunerated in any capacity but are entitled to receive reimbursement for reasonable expenses necessarily incurred by performing their duties as a Director.

Anne is a seasoned senior executive with 30 years of leadership experience, most recently in the position of Chief Operating Officer with Pacific Blue Cross. Prior to assuming this role Anne has held leadership positions in the area of Human Resources and Labour Relations, both at Pacific Blue Cross and Canadian Airlines. In addition to her strong leadership and management skills, Anne possesses a strong understanding of Board Governance and Oversight. In addition to serving on the Board of CMHA NWV, Anne also serves on Coast Mountain Bus Company, Pacific Salmon Endowment Fund Society, and Vancouver Native Health Society and also has her ICD.D certification (Institute of Corporate Directors). Anne was drawn to join the CMHA NWV Board of Directors by a desire to volunteer with an organization in her community that advocates for improved mental health services as it touches so many lives. Anne has deep ties to her community, especially through her hidden painted rocks project on community hiking trails which are a real hit with the area children.

Karine is a lawyer and partner in the Vancouver office of Blake, Cassels & Graydon LLP. She has experience in a broad range of litigation matters, including complex contractual and tort disputes, class proceedings, product liability claims, real estate disputes, infrastructure/construction disputes, and employment disputes. Karine lives in North Vancouver with her husband and two young children. She cares deeply about improving mental health in the community and looks forward to serving on the Board of CMHA NWV.
Karine is originally from Powell River, BC, which is where she first developed a strong sense of community and giving back. Karine has consistently demonstrated meaningful community leadership ever since, and her charitable work in the Vancouver area dates back over two decades since she moved to the Lower Mainland to attend the University of British Columbia.
Karine is the past Chair of a non-profit organization working with youth-at-risk impacted by violence, and for several years, she volunteered with the Breakfast Program, an initiative ensuring students and families of Lord Strathcona Elementary start their days with a healthy breakfast. Since 2020, Karine has volunteered as a class rep at her children’s elementary school serving as a liaison between staff, the Parent Advisory Council, and parents.

Sam has worked as a licensed mortgage broker for 12 years with a specialization in commercial mortgages. He also lends out his family funds as private mortgages to clients that need short term assistance. Sam is currently a board member for a Mortgage Investment Company (MIC) and previously was a designated individual for another MIC.
Prior to becoming a mortgage broker, he worked as an accountant in industry (private and publicly traded companies) for 10 years and has held his CPA designation since 2004. Sam was a part-time instructor for the CMA program during his transition from accounting to brokering. He completed his education at Simon Fraser University and Capilano University where he obtained a BA in Economics and a finance diploma, respectively.
Sam currently volunteers as treasurer for the North West Vancouver Ringette Association as his daughter plays on the team. His other volunteer work includes the CPA association as a mentor for two years, treasurer of the Mortgage Investments Association of BC for five years, treasurer of a community organization for four years and a board member for an MLA for nine years.

From 2008 to 2011, Andrea served as a Community Integration Support Worker at Rain City Housing and Support Society, focusing on assisting adults at risk of homelessness and integrating tenants into the community. From 2011 to 2012, Andrea spent time at Enviros Wilderness School, where she facilitated addiction treatment groups, led wilderness trips, and developed experiential education programs.
Andrea Krupa has a broad academic background, starting in Engineering and moving to a BA in Recreational Therapy from Douglas College. Her passion for people and the outdoors led to an opportunity as a lead instructor with Outward Bound, where she certified as a hiking guide through the Association of Canadian Mountain Guides. Building on this passion, she earned an MA in Counselling Psychology in 2013 and subsequently founded an adventure therapy company in Vancouver, BC.
In 2015, Andrea brought her expertise in people development and analytical approach to PhotoSat, Andrea started as Head of Marketing and Company Culture, overseeing team growth. By 2019, she had advanced to Director of Sales and Marketing, implementing successful strategic changes. Andrea's background in Counselling Psychology enhances her strong communication skills and dedication to individual development.
In 2020, she stepped into the role of General Manager, continuing to lead PhotoSat’s growth as a technology company that produces geospatial data from satellite imagery, and in 2021, Andrea was appointed President of the company, recognized for her effective delegation and enthusiastic leadership style.

John is a Chartered Professional Accountant and serves in a senior finance role at RB Global, a leading, omnichannel marketplace that provides value-added insights, services and transaction solutions for buyers and sellers of commercial assets and vehicles. Prior to RB Global, John spent 15 years at Ernst & Young LLP where he served public company clients in the transportation, technology, and energy industries.
As a resident of North Vancouver, John is passionate about the cause of improving mental health in the community and programs aimed at ensuring that its constituents have sufficient resources and support available to them when they are personally impacted by mental illness.
John also serves on the Audit and Finance Committee of the Terry Fox Foundation and in his spare time enjoys the various outdoor pursuits that the North Shore offers and spending time with his wife and two children.

Andrew currently serves as the mayor of Bowen Island Municipality, where he also holds appointments to the Metro Vancouver Regional District (MVRD) board and the Mayors Council on Regional Transportation for Translink. His focus in local government has been to adapt to the change and challenges faced by communities, particularly with respect to growth and socio- ecological pressures. He has championed the inclusion of UN sustainable development goals and indigenous reconciliation in municipal planning, as well as tight transparency in capital project management.
With a decades long background in community development, Andrew has led non-profit community programs for thousands of participants across Canada. This has included work with children and youth through agencies such as Diabetes Canada, various YMCA-YWCA branches, and Scouts Canada. He has also undertaken front line clinical work, delivering provincially contracted telehealth for hundreds of parents with CMHA BC’s Confident Parents, Thriving Kids program. Trained as a Mindfulness and Self-Compassion for Teens (MSC-T), Andrew recently completed work with a research team at the Children’s Hospital of Eastern Ontario, delivering the MSC-T program online to children living with chronic illness.
In addition to his work on the CMHA North and West Vancouver board, Andrew also serves as the chair of the BC Mental Health Foundation and volunteers taking front line suicide and crisis intervention calls with the Crisis Centre of BC.

Carly is a paralegal at MacLean Family Law in downtown Vancouver, which specializes in high net worth services. MacLean Family Law is one of Canada’s most trusted, experienced family law firms due to its speciality in various services such as international matters, family law appeals, family property/debt division, and support.
Prior to Carly joining MacLean Family Law in 2020, Carly received her Bachelor of Arts in Law at Carleton University and continued her postgraduate studies at Capilano University in North Vancouver. Further to Carly’s educational background, Carly was the Executive Director for the Student Philanthropy Counsel at Carleton University, which allowed Carly to work with the university’s senior leadership and alumni to put on events such as the Endowed Student Emergency Fund, GivingTuesday, and the SOAR Leadership Conference.
In addition to the Student Philanthropy Counsel, Carly has volunteered for various organizations, such as Relay For Life, Movember, Ford Drive with Free the Children, Alzheimer’s Society, Constitutional Board for the Carleton University Student Association, and the Marine Toys for Tots Foundation.
As Carly continues to meet new people across Canada, Carly has become passionate about mental health awareness, specifically depression and substance abuse. As one of the newest Board Members for CMHA, Carly is looking forward to giving back and supporting those on their mental health journey. As mental health affects between 19.6% and 26.2% of British Columbians, Carly wants to be a voice for those in her community.
Fenneke Tjallingii-Brocken

Fenneke Tjallingii-Brocken brings a passion for, and lived experience with, the importance of good mental health to her role on the Board of Directors. As seasoned leadership and team coach and facilitator, Fenneke helps corporate executives and not for profit leaders and teams radically grow, improve effectiveness and build resilience to be better prepared for tomorrow. In her work through UBC Extended Learning and Coaching.Com, she also trains and mentors new coaches. Fenneke brings a systemic perspective to her work with teams and individuals that allows them to adapt and grow within a broader social and ecological context.
Fenneke lives in North Vancouver with her husband and two children and can frequently be found on the trails with her dog. Originally, Fenneke is from the Netherlands, and she has also lived in Gabon, Africa where she worked with the Wildlife Conservation Society on coastal and marine protection. Fenneke has a master’s degree in Marine Biology and Ecology and training in board governance from the Australian Institute of Company Directors.
Fenneke volunteers with the Fraser Health Crisis Line as crisis call taker and has been a volunteer leader with the 21st Capilano Scout group for over a decade. She is also a volunteer leader with North Shore Medvents, a group that empowers youth with vital first aid skills through hands-on training and volunteering in first aid capacities to enhance community safety.
